How To Testify

Make Your Voice Heard

One of the most powerful ways to make your voice heard is to engage in the local policymaking process. You can do this both at the state and county levels. The Hawaiʻi statewide policymaking session runs from January 19 - May 5, 2022. There are multiple opportunities to submit testimony right from the comfort of your own computer. Remember, a handful of people are making the laws and decisions that decide the fate of our environment and public health. By getting involved in the process, you are able to influence these decisions and support a healthy, thriving, and sustainable island community.

Step 1: Register online to submit testimony & track bills

Visit capitol.hawaii.gov. Click on "Register" in the top right corner. Complete the form with the information requested. Once you have registered, you can sign in to submit testimony. Testimony typically must be submitted at least 24 hours before the bill is heard to be considered on time.

Step 2: Go to "My Legislature"


Step 3: "Submit Testimony" & Enter Bill Number


Step 4: Type in the bill number on the left hand side and fill out the rest of the form

If your bill is scheduled for a hearing, you will be able taken to a site where you can either type in your testimony or attached a .pdf file. Follow the instructions on the screen and click "Submit" after you have written your comments.
